About us

Ms. Franklin formed Tri-State Paralegal Service, LLC in June 2011 and ALROWS, LLC in May of 2018. She is a highly effective Chief Operations Executive with over 19 years of experience. Offering an array of skills in business development, legal project management, real estate, paralegal support, marketing and corporate communications. As a leader, she demonstrated exceptional ability to build strong teams, implement significant initiatives and increase revenue. Esther brings her corporate experience, training in legal research and 19 years of legal and real estate title experience to support clients to achieve exceptional performance. Organizations engage with our team to achieve legal support needs, commitment and accountability for key results, and to build trust and improve communication. Esther demonstrates a strong professional presence and is approachable, direct, practical and effective employee-friendly, safe, and productive work environment.
Esther has served as a legal project manager for a highly regarded law firm. Client learned strategies to more fully engage with the team, build consensus and gain support for strategic initiatives. Her skills include supporting new associates to increase influence with key internal and external stakeholders, served as a coach to the paralegal team of a mid-sized law firm, resulting in higher quality in work flow processes, increased efficiency and repeat contract awards, managed team projects to maximize the portfolio including leasing/selling excess land, site abandonments, negative margin towers, tower relocations and obtaining blanket consents, formulated financial information from projects impacting financials, ground leases and customer license agreements, resolved all other real estate matters including condemnations, encroachment claims, easement relocations, tax liens, etc. as expeditiously as possible ensured the company’s policies were followed and litigation exposure was minimized.
Her unique approach has been shaped by leading training & development teams, consulting with clients. She maintains accountability for overall operations, contracts, and management. Experienced in delivery of services to meet needs of local and federal government clients. Allen Thompson, Principal and Senior Right of Way Agent

Allen has worked on a wide range of projects throughout his career, prior to establishing ALROWS, LLC. He has developed an impeccable reputation in the industry by developing several firms throughout the northeast, which lead him to the formation of ALROWS, LLC where he could leverage his expertise and experience to assist clients with their right of way projects. Allen is a past Senior Member, International Right-Of-Way Agent (SR/WA), which is the most prestigious professional designation granted by IRWA to members who have achieved professional status through experience, education, and examination.
In addition to his Right-Of-Way career, Allen has over 30 years of Real Estate experience.

Kim Smith is an experienced Generally Certified Real Estate Appraiser with over 25 years of experience in Eminent Domain Appraising and Right of Way Acquisition. Her experience focused on plan design as relevant to the appraisal process, facilitating the time sensitive acquisition process.
Kim acted in a supervisory capacity for over six years with a staff of three appraisers; focusing on the preparation of eminent domain appraisal assignments and analyzing effects of highway projects on affected real estate. Managed workflow to meet PennDOT’s highway project schedule. Extensiveplan review and consultation with project managers and outside consultants for highway plan preparation and final design.
Performed appraisal review functions and wrote appraisal problem analysis within the guidelines of the Uniform Act and Pub. 378. As a chief negotiator for she prepared appraisal reports for commercial and residential properties affected by highway projects. Reports varied in complexity from nominal partial takings to complicated before and after takings. Relocated individuals for both residential and commercial displacements in accordance with Federal Highway Administration guidelines. Experienced in negotiation of right of way acquisition claims, stockpile site purchases and disposition of excess right of way property.

Ms. Erika Bianca joined the ALROWS team in August of 2022. She is a highly effective Global Business Operations Executive with over 19 years of experience. Offering an array of skills in strategic vision implementation, business/financial acumen, talent acquisition and empowerment, leadership, performance analysis, problem solving, human capital management, program management, and critical systems management. Proven ability to multi-task in high-stress, dynamic environments while driving growth and providing excellent customer service. Practical thinker who pioneers programs that enhance revenue growth and profitability while creating employee-friendly, safe, and productive work environment. An executive whose leadership ensures effective business and operational planning that addresses growth in HR, operations, contracts, PMO, and delivery of services.
Her unique approach has been shaped by leading training & development teams, consulting with clients, and helping top executives reach their highest potential. Additional leadership consulting projects Theadora has led include competency modeling, 360-degree feedback, leadership development, change management, organization development, executive coaching, high-potential leadership, organization mentoring, strategic planning, team development and restructuring for growth projects.

Ms. Nuckolls splits her time between Hutchinson Island, Florida & Leesburg, VA. When she’s not working out of her home office she can be found rescuing alligators or rehabilitating wildlife.
Ms. Franklin joined ALROWS in January 2023 as an Business Development/Marketing Specialist. She is a well-organized paraprofessional with over 6 years in the legal profession. Her experience in the legal profession as a business development specialist has lead to her success in the government contracting sector. Ms. Franklin is well versed in the federal marketplace and her proven track record has led to the development of great business relationships within the past few months.
