Esther is an accomplished executive with C-level experience in business development, legal project management, real estate services including but not limited to: title searches, escrow services, real estate closing and title insurance, paralegal support, marketing and corporate communications. As a leader, she demonstrated exceptional ability to build strong teams, implement significant initiatives and increase revenue. Esther brings her corporate experience, training in legal studies and 17 years of legal and real estate experience to support clients and her staff to achieve exceptional performance. Ms. Franklin is a licensed title agent in seven states and a licensed PA and MD notary. Ms. Franklin has closed and issued title policy on over 100 properties and performed over 2,000 title searches including very complex commercial searches. Her experience has lead her to be well versed in the government landscape, quiet title actions, foreclosure, sheriff sales and tax sale policies and procedures.
Title services have been provided to the Urban Redevelopment Authority, Allegheny County Department of Finance, The PA Turnpike Commission, Army Corp of Engineers and The United States Department of Agriculture. Title Services included searches going back to patent.

Allen Thompson, Principal and Senior Right of Way Agent
Allen has worked on a wide range of projects throughout his career, prior to establishing ALROWS, LLC. He has developed an impeccable reputation in the industry by developing several firms throughout the northeast, which lead him to the formation of ALROWS, LLC where he could leverage his expertise and experience to assist clients with their right of way projects. Allen is a past Senior Member, International Right-Of-Way Agent (SR/WA), which is the most prestigious professional designation granted by IRWA to members who have achieved professional status through experience, education, and examination.
In addition to his Right-Of-Way career, Allen has over 30 years of Real Estate experience. He is a member of the Allegheny Highlands Association of Realtors, Board of Directors, President Elect, and is currently the Broker/Owner at Howard Hanna Johnston Realty Services.

Chris Fowler, Principal and Chief Appraiser
Mr. Fowler has cultivated an area of specialization in eminent domain valuation over the past 15 years, and has developed an in-depth understanding of the requirements of calculating damages pursuant to the Pennsylvania Eminent Domain Code, and the Uniform Act. He is included on the Pennsylvania Department of Transportation ITQ panel of appraisers for both Category 1 and Category 2 appraisals, and is an approved appraiser for the Pennsylvania Turnpike Commission.
Mr. Fowler has a demonstrated history of providing high quality eminent domain valuations for the Pennsylvania Department of Transportation, PA Turnpike Commission, as well as other Local Public Agencies (LPA’S), and has been involved in hundreds of appraisal assignments for PennDot. Additionally, appraisal services have been provided for many local municipalities within Central Pennsylvania, acting as “condemning” agencies under the Eminent Domain Code.
Appraisal services and consulting support has also been provided to the Local County Transportation Authorities and agencies of York /Adams (YATA), Indiana (IndiGo), Warren (TAWC), Lackawanna (Colts), Cambria (CAMTRAN), and Montgomery. Such appraisal services have included providing real property appraisals for acquisition, as well as review of other appraisal reports for compliance with the PA Eminent Domain Code, 49 CFR Part 24, and FTA Grant Circulars. Mr. Fowler has offered expert testimony at “Board of View” level, as well as in front of the “Court of Common Pleas”, including bench trial and jury trial.

Kim Smith is an experienced Generally Certified Real Estate Appraiser with over 25 years of experience in Eminent Domain Appraising and Right of Way Acquisition. Her experience focused on plan design as relevant to the appraisal process, facilitating the time sensitive acquisition process.
Kim acted in a supervisory capacity for over six years with a staff of three appraisers; focusing on the preparation of eminent domain appraisal assignments and analyzing effects of highway projects on affected real estate. Managed workflow to meet PennDOT’s highway project schedule. Extensiveplan review and consultation with project managers and outside consultants for highway plan preparation and final design.
Performed appraisal review functions and wrote appraisal problem analysis within the guidelines of the Uniform Act and Pub. 378. As a chief negotiator for she prepared appraisal reports for commercial and residential properties affected by highway projects. Reports varied in complexity from nominal partial takings to complicated before and after takings. Relocated individuals for both residential and commercial displacements in accordance with Federal Highway Administration guidelines. Experienced in negotiation of right of way acquisition claims, stockpile site purchases and disposition of excess right of way property.
